David Payne

Mr. Payne was the Executive Vice President of 3PSC from 2009 until 2011.  During this period, Mr. Payne had overall responsibility for the execution of the Oceanographic Ship Program.  Currently Mr. Payne servers as a member of the 3PSC Board of Advisors.  Prior to his employment at 3PSC, Mr. Payne was President of Dyn Marine Services.  Mr. Payne also worked as Senior Vice President of Dyn Marine Services from 1993 to 2000 and earlier as Program Manager for the Navy Fleet Hospital Program.  He is a retired U.S. Navy Supply Corps Captain and prior Commanding Officer of the Naval Supply Center in Oakland, California.  He is a graduate of North Texas State University and holds an MBA from the University of Pennsylvania, Wharton Graduate School of Finance and Commerce.
